On April 30, I put most of my items on reserve to get to 49 active listings in order to avoid the 3 cent listing fee for the month.
If by chance, by May 15, I sell 3 items. My listings drop to 46.
If I add 3 new listings on May 16 to keep my count at 49 will that be calculated as 49 or 52 (49 original and 3 new) active listings for the month?

The monthly listing fee is based on the total number of unique listings that were active at any point during the month, not just a snapshot of how many are active at once.
Let me clarify with your [URL removed]
You start with 49 active listings on April 30
You sell 3 items by May 15 (down to 46 active)
You add 3 new listings on May 16
In this case, you would have had 52 unique listings active during the month (your original 49 plus the 3 new ones), not 49.
The first 50 unique listings each month are free, so you would be charged $0.06 (2 listings × $0.03) for the month.
Listing fees are calculated on the first of the following month. So if you have 52 unique items active during May, then on June 1st the $0.06 would be added to your bill.
Important [URL removed] There’s a monthly maximum fee of $20, which covers up to 717 active listings. So no matter how many listings you have beyond that number, you’ll never pay more than $20 per month in listing fees.

The original email and clarification email both stated “active” listings.
If your listings are qty of 1 and 3 sell, that is 46 active listings
Adding 3 more brings the active total to 49 again. The clarification email did state if the active listing qty increased anytime during the month which indicates it is not a monthly total but a daily total count they are using. I hope that makes sense.
BUT if you want to be sure how they are calculating, then add just 1 active listing and see what the booth active count is.

read the fine print…
any item that is an Active Listing during any given month goes towards your Active Listings count for that month.
if you list 49 items, then for that month you had 49 Active Listings.
if you sell 3 & post 3 more new items, then 3 will be added to your Active Listings count. bringing your total Active Listings for that month to 52.
now, if say you post 49 items for 2 weeks during a month, then decide to reserve them & post 49 new items, then your total Active Listings for that month would be 98.

They do not tell us anything about that or when the total listing count/fee is calculated so you better just eat the 9 cents in this case.
