Buyer pays shipping setting keeps defaulting to more expensive priority option

If I check "Let buyer select service and pay label cost" on USPS Shipping, it defaults to Priority which is, at times, nearly twice the amount as parcel rates. Is this a glitch or something in my settings? Or does it depend on the weight of the it...

Shipping fee

my business is based in Italy and we used DHL express shipping to deliver our goods to the US, instead 22 dollars shipping cost, but it shows free shipping on my booth, I ask for bonanza for help but their advice was not helpful

Usps rate changes 2019
