How to create a shipping profile from the uk

Shipping profile template appears to be USA specific. I want a flat rate postage rate and only to sell in the UK, how do I do this? Any help greatly appreciated.

Csv import stuck?

I have uploaded thousands using csv recently and it has always been fast and simple. but today it is stuck and says 0 of 253 unique listings should I just wait?
