Cute Decorative and Functional!  New Cloth Sunflower Plastic Grocery Bag Holder/Storage.  Could be used for other purposes.  Opening both ends with elastic band to keep items in place.  Top part has 2 loops for hanging.  Measures 15" in length and should hold 20 or so plastic grocery bags.  Nice vibrant colors.  Fabric appears to be a cotton blend.  No markings to know for sure.
