The Swim Jacket is a learn to swim aid and not a life saving device, this must be used constant adult supervision. The child need to get used to the buoyancy of the suit so whilst getting used to the suit, adults must hold the hands of the child to allow them to gain their balance, just like when learning how to ride a bike.
