This is likely a base for a candelabra or bowl based on the inside stem. It is in excellent condition; it's hard to tell if any flowers are chipped. The faces of the children and clothing are so intricate and detailed. I found an indented stamp," 54," which is tough to see. But it looks like another Dresden piece I found in my research. No cracks or wear, and as I said, the flowers are in fantastic shape for their age.
