I'm pretty sure this is Honey, one of a set of twin dolls (Honey & Sunny) by Playmates. The pair was a giveaway from Kellogg's cereals. Doll has light soiling. Clothes may not be original, but they are old enough to have button closures, no shoes. Her hair needs a lot of attention. Doll's hair is oddly made: it's only attached in the center of her scalp and behind the ears, leaving large bald areas unless the hair is combed properly. No empty follicles you'd find if she was missing hair, just rather cheaply made. It was a giveaway, after all.
Carnival doll is approx. 5" tall, rooted hair, side-glancing eyes, jointed arms and legs. "Made in Japan" is the only marking I can find on her, but her clothes appear to be sewn on; I think they are hand made, not original. Except for the shoes and socks, which are painted on. Braid also may not be original hair style. Some soiling and wear from normal play.
