this is "Reinventing New York, Competing in the Next Century's Global Economy," an important study from November 1991 by the Urban Research Center at NYU by Mitchell Moss, Director and Hugh O'Neill.
Also included are media reactions to the study from the NY Times and Crains NY. 

The study arrived at a  good time, as the early 1990's, was the official end of the 1989 recession.  Though it was a bleak time in NYC with layoffs, dismal economic forecasts; increased crime and unrest.
