This is a round ice scraper. The instructions for its use are printed on the circular piece of paper around the handle shown in photo 3.  It doesn't appear to have been used but I don't know for certain.  It is 4 1/4 inches in diameter at the base.  It is unusual.  I have never seen another one of these until this week. It is yellow in color. I think it is from the 1960's or 1970's.
